Sales Tax on Buy.com Orders
Buy.com's tax collection policy states "Rakuten.com shall automatically charge and withhold the applicable sales tax for orders to be delivered to addresses within California and Massachusetts and any other states or localities that it deems is required."
By default, the entire customer's payment including the taxed amount will come in on the order. The taxed amount will also show on the order. However, since Buy.com is located in California, they will will take care of the tax remittance to the state of California themselves. If you wish, you can enable a Buy.com setting to ignore tax on California orders.

Cancel a Buy.com Order

Buy.com orders can only be canceled before it has been marked on Buy.com as Ship Confirmed. If the order has already been Ship Confirmed on Buy.com, you will need to issue a Refund. See below.
  1. On the Order Detail page, select Cancel Order from the action menu. Press Go.
  2. That will take you to a page where you can confirm the cancellation and notify Buy.com. A cancellation reason is required.

If the item is being returned, you should create an RMA. Refunds can also be issued from the RMA. Read more here.
  1. On the order detail page select Issue Refund from the Action Menu. Press Go.
  2. That action will take you to a page where you can confirm the amount being refunded. Line item refunds and partial refunds are allowed.
  3. Select a refund reason. Press Continue.
  4. SellerCloud submits this refund information to Buy.com, and also adjusts the payment status of the order.
  5. After the refund has been processed, Buy.com will refund the commission.

Tax Refund

Tax refunds are all automatically calculated by our system.
For example, if there was an order for $100 and $4 in tax ($104 total), you could issue a full refund for “$100” and the $4 tax refund will automatically be added. Likewise, a refund of $50 would also issue a $2 tax refund.
Essentially, when it comes down to refunds, the merchant only needs to think about the product price and the shipping price. Everything tax related is dealt on our end.
